Biokraftstoffe und Nachhaltigkeit: Ziele, Probleme, Instrumente, Lösungen
Zwei Themen dominieren die derzeitige energiepolitische Debatte: der Klimawandel und die Versorgungssicherheit. Damit der Verkehrssektor bei zunehmender Mobilität von Personen und Gütern einen Beitrag zu diesen Zielen leisten kann, werden neben Maßnahmen, die an der Effizienz der Motoren, der Fahrzeugtechnik sowie dem Fahrverhalten ansetzen, zunehmend auch Biokraftstoffe als Alternative zu fossilen Kraftstoffen eingesetzt. Biokraftstoffe können einen Beitrag zur CO2-Reduktion im Verkehrssektor leisten und zugleich die Energieversorgungssicherheit erhöhen. Allerdings sind Biokraftstoffe höchst heterogen und tragen deshalb sehr unterschiedlich zur Erreichung der klima- und energiepolitischen Ziele bei. Darüber hinaus kann die Produktion von Biokraftstoffen in Konkurrenz zur Nahrungsmittelproduktion und auch in Konflikt zu anderen Nachhaltigkeitszielen, wie etwa dem Erhalt der Biodiversität, stehen. Es stellt sich daher die Frage, wie bei einem verstärkten Einsatz von Biokraftstoffen in Zukunft trotzdem größtmögliche Nachhaltigkeit gewährleistet werden kann. Eine angemessene Beurteilung von Biokraftstoffen erfordert zu diesem Zweck zunächst eine detaillierte Analyse des CO2-Reduktionspotenzials und der Nachhaltigkeit über die gesamte Supply Chain, das heißt über alle Produktionsstufen vom Anbau bis zur Verwendung der Biokraftstoffe.
