Die wirtschaftliche Entwicklung im Ausland : leichte Belebung der internationalen Konjunktur

Die weltwirtschaftlichen Perspektiven haben sich seit Anfang dieses Jahres weiter aufgehellt. Insbesondere scheint sich die verstärkte Ausweitung des Welthandels, die sich gegen Ende 2016 angedeutet hatte, in den vergangenen Monaten fortgesetzt zu haben. In den fortgeschrittenen Volkswirtschaften ging die Belebung des Außenhandels mit einem Anstieg der privaten Investitionen einher. Auch in den Schwellenländern dürfte die Belebung des Außenhandels in Verbindung mit der stärkeren Ausweitung der Industrieproduktion stehen. Zudem profitieren die Rohstoffe exportierenden Länder inzwischen wieder von steigenden Exporterlösen. Die Geldpolitik wird ihren Expansionsgrad trotz steigender Inflation und zunehmender Kapazitätsauslastung voraussichtlich nicht wesentlich verringern. Von der Finanzpolitik sind im Prognosezeitraum keine deutlichen Impulse für die realwirtschaftliche Entwicklung zu erwarten. Zwar gibt es in den USA Pläne, durch Steuersenkungen und höhere öffentliche Investitionen die gesamtwirtschaftliche Expansion zu stärken. Angesichts weitgehend ausgelasteter Kapazitäten dürften die realwirtschaftlichen Effekte allerdings gering sein. Stimmungsindikatoren weisen darauf hin, dass diese Belebung wohl vorerst anhält. Damit dürfte auch im weiteren Prognosezeitraum das Verarbeitende Gewerbe etwas stärker zur weltwirtschaftlichen Erholung beitragen als bisher. Die in einigen großen Volkswirtschaften bereits hoch ausgelasteten Kapazitäten stehen allerdings einer stärkeren Belebung der Weltwirtschaft entgegen. Belastend wirkt auch die anhaltende Unsicherheit bezüglich des künftigen wirtschaftspolitischen Kurses der USA, den Verlauf der Verhandlungen über den Austritt Großbritanniens aus der EU und die weiter ungelöste Schuldenkrise im Euro-Raum. Auch der aufkeimende Protektionismus dürfte die Investitionstätigkeit und damit den Produktivitätsfortschritt und das Wirtschaftswachstum dämpfen. Insgesamt erwarten wir, dass die weltwirtschaftliche Produktion (gewichtet mit Dollar-Wechselkursen) in diesem Jahr um 3,1% und im kommenden Jahr um 3,2% ausgeweitet wird. Das größte Risiko für die weltwirtschaftliche Entwicklung geht derzeit von dem zukünftigen Kurs der US-Wirtschaftspolitik aus. Negative Effekte auf die Weltwirtschaft wären zu erwarten, wenn es zu einer deutlichen Einschränkung der amerikanischen Importe käme. Allerdings wurden im US-Wahlkampf auch expansive fiskalpolitische Maßnahmen angekündigt. Sollten diese rasch beschlossen werden, ist es nicht auszuschließen, dass sich die Konjunktur in den USA stärker belebt als im Basisszenario unterstellt. Bereits ohne diese zusätzlichen Impulse besteht derzeit auch das Risiko, dass die Inflationsraten deutlich über die mittelfristigen Zielwerte der Notenbanken hinausschießen.
