The philosophical, methodological and technological changes that have taken place during the course of the last few years have led to the appearance of new values and necessities relative to the governance of society. In response to these needs, this paper analyses how the new democratic system known as e-cognocracy (Moreno, 2003a; Moreno- Jiménez and Polasek, 2003), favours the creation of a new society that is more open, transparent, cultured and free, as well as enjoying greater cohesion and unity and being more participatory, equal and showing greater solidarity. To that end, we present one of the applications of e-cognocracy that best captures its sense and essence, namely the democratic representation of immigrants and their participation in public decisions. Its use in this ambit makes it possible for the new society, developed around individuals and their interdependencies, to permit the integration of all these individuals in a process of continuous social improvement, orientated towards the generation and socialisation of knowledge. In this sense, consideration is given to the connection of the human factor with the other living systems in the framework of cognitive constructionism that characterises its living process, as well as of the holistic vision of reality that refl ects its interdependencies with the environment. What is necessary is a New Democracy for a New Society and e-cognocracy, the bridge between ideas, cultures and civilisation, is one of the routes by way of which it can be achieved. Los cambios filosóficos, metodológicos y tecnológicos acaecidos en los últimos años han llevado a la aparición de nuevos valores y necesidades relativos al gobierno de la sociedad. Respondiendo a esas necesidades, este artículo analiza cómo el nuevo sistema democrático conocido como e-cognocracia (Moreno, 2003a; Moreno-Jiménez y Polasek, 2003) favorece la creación de una nueva sociedad más abierta, transparente, culta y libre; mejor cohesionada y conectada; y más participativa, igualitaria y solidaria. Para ello, se presenta una de las aplicaciones de la e-cognocracia que mejor captura el sentido y la esencia de la misma: la representación democrática de los inmigrantes y su participación en las decisiones públicas. Su utilización en este ámbito hace posible que la nueva sociedad, desarrollada alrededor de los individuos y sus interdependencias, permita la integración de todos ellos en un proceso de mejora social continuada, orientado a la generación y socialización del conocimiento. En este sentido, se considera la conexión del factor humano con los restantes sistemas vivos en el marco del constructivismo cognitivo que caracteriza su proceso vital y de la visión holística de la realidad que refl eja sus interdependencias con el medio. Es necesaria una Nueva Democracia para una Nueva Sociedad. La e-cognocracia, puente entre ideas, culturas y civilizaciones es uno de los caminos para alcanzarla.
