Entwurf eines alternativen Publikationssystems unter besonderer Berücksichtigung anreiztheoretischer Gesichtspunkte (Abstract of an Alternative System for Publication with Focus on Incentive Based Aspects)

English Abstract: It can be observed that the traditional publishing process of specialist magazines creates errors in regard to the qualitative classification and publication of scientific papers. These errors cause damages which are of high social relevance, inter alia misallocation of positions and subsidies. The support of the wrong people and projects decelerates scientific progress and wastes funds. Besides the difficulties of fulfilling the quality assessment function, the traditional publishing system is also not able to convince in the accomplishment of other essential functions of scientific publishing.On the basis of a theoretical established demonstration of weaknesses in the traditional system with focus on the performance of scientific publishing functions, an open-access-based, alternative system for publication will be developed. Interest is primarily focused on an improved qualitative assessment of scientific works through an alternative process of publishing. The process will be designed on every level in a way that it offers optimal incentives for authors and assessors to contribute to the fulfillment of the aim. Central points are therefore the transparent design of assessment processes and the implementation of additional instruments which make the mechanism of reputation usable to a broad extend.As a result, a focused behavior control over the possibilities of penalties and gratification through the scientific community can be achieved. This new developed system represents itself as an open, transparent system of publication which is functional without outer guidance and works only on the basis of performance and contribution through the scientific community.The alternative system fulfils besides the quality assessment function also the other functions of scientific publishing (e.g. reputation function, communication function and verification function) quite better than the traditional publishing system of professional magazines.The predominance of the suggested system shows up not only in the perspective of the society as a whole, but also in the prospect of the single scientist. A change from the traditional publishing system to a new, improved one can and has to be initiated by the scientific community itself
