Erfassung von Arbeitslosigkeit im internationalen Vergleich: Notwendige Anpassung oder unzulässige Tricks?
Nicht nur in Deutschland steht die Zahl der Arbeitslosen als 'magischer Performanzindikator' der Beschäftigungspolitik im Mittelpunkt des öffentlichen Interesses. Änderungen in der Erfassung von Arbeitslosigkeit finden immer Beachtung in den Medien - besonders wenn man dahinter 'Statistiktricks' vermutet. Denn die Arbeitslosenstatistik sollte offenlegen, wie viele Menschen tatsächlich ein Beschäftigungsproblem haben. Der vorliegende Kurzbericht beschreibt aktuelle Entwicklungen bei der Erfassung von Arbeitslosigkeit in Deutschland und ordnet diese vor dem Hintergrund internationaler Entwicklungen ein. Im nationalen Kontext werden Arbeitslosenstatistiken von sozialrechtlichen Definitionen bestimmt. So ist die deutsche Statistik seit Hartz IV durch eine weitgehende Definition von Erwerbsfähigkeit transparenter als in den meisten anderen Ländern und wirkt einer Verschleierung der Arbeitsmarktprobleme entgegen. Internationale Vergleiche der Arbeitslosigkeit bedienen sich einer einheitlichen Erfassung von Erwerbstätigen und Erwerbslosen nach Kriterien der Internationalen Arbeitsorganisation (ILO).
