Letzte Chance in Hongkong? Überwindbare Hindernisse auf dem Weg zum Abschluss der Doha-Runde
Seit mehr als zehn Jahren besteht die Welthandelsorganisation WTO, und auf den ersten Blick ist die Attraktivität dieser multilateralen Organisation ungebrochen hoch. Seit 1996 hat sie 35 neue Mitgliedsländer gewonnen, weitere 30 Staaten bereiten sich auf die Mitgliedschaft vor. Zugleich steht die WTO jedoch vor enormen Herausforderungen, ein Fall in die Bedeutungslosigkeit kann keineswegs ausgeschlossen werden. Von der WTO-Ministerkonferenz, die vom 13. bis 18. Dezember 2005 in Hongkong stattfindet, wird in diesem Zusammenhang ein wichtiges Signal ausgehen. Entscheidend wird dort sein, welche Politik die beiden maßgebenden Akteure in der WTO, die EU und die Vereinigten Staaten, verfolgen. Durch die Unfähigkeit dieser beiden Akteure, gravierende bilaterale Dispute - etwa den Airbus/Boeing-Subventionsstreit - in kooperativer Weise zu lösen, steuert die Welthandelsorganisation in turbulentes Fahrwasser. Verschärft wird die Lage dadurch, daß das sogenannte »Schnellspurmandat« der amerikanischen Regierung im Jahr 2007 ausläuft. Wird dieses Mandat nicht verlängert, was aus heutiger Sicht wahrscheinlich erscheint, kann der amerikanische Kongreß handelspolitische Verträge im Detail diskutieren und Änderungen verlangen. Damit droht eine weitgehende Lähmung der amerikanischen Regierung in handelspolitischen Fragen - und damit der gesamten WTO. (SWP-aktuell / SWP)
