Projektion der Erwerbsbevölkerung bis zum Jahr 2060
Die vorliegende neueste IAB-Bevölkerungsprojektion bestätigt weitgehend die bekannten Tendenzen: Die Deutschen werden immer weniger und immer älter. Diese Trends werden vor allem durch die Geburtenentwicklung der Vergangenheit bestimmt, die sich in der heutigen Altersstruktur niederschlägt und die wiederum entscheidend den weiteren Pfad prägt. Zuwanderung kann diese Entwicklung allerdings etwas bremsen. Bei realistischen Annahmen zur Außenwanderung wird die Bevölkerungszahl in den nächsten Jahren deshalb nur geringfügig, langfristig aber trotzdem deutlich sinken. Vor allem jedoch wird die Bevölkerung altern, denn beinahe unabhängig von der Zuwanderung wird die Zahl der Jüngeren sinken und der Anteil der Älteren steigen. Nicht zuletzt deshalb ist die Bevölkerung im erwerbsfähigen Alter, von 15 bis 64 Jahren (Erwerbsbevölkerung), vom demografischen Wandel noch stärker betroffen als die gesamte Bevölkerung. Der Anteil der Erwerbsbevölkerung an der gesamten Bevölkerung geht deutlich zurück. Langfristig wird damit die Basis des Arbeitskräfteangebots deutlich schmäler. Geburten- und Sterberaten waren in der Vergangenheit sehr stabil bzw. folgten einem stabilen Trend. Die vorliegende Projektion beruht deshalb auf einer einzigen Variante für die natürliche Bevölkerungsbewegung, d. h. für Geburten- und Sterbeziffern. Das prognostisch kaum erfassbare Wanderungsgeschehen wurde dagegen mit höchst unterschiedlichen Annahmen abgebildet. Mit einem neuen Ansatz wird dabei untersucht, wie sich die Migration auswirkt, wenn man - anders als sonst üblich - keine festen Wanderungssalden annimmt. Die jährlichen Fortzüge werden mit einer festen Fortzugsrate von der jeweiligen heimischen Bevölkerung abhängig modelliert. Lediglich für die jährlichen Zuzüge werden feste absolute Werte angenommen. Aufgrund dieser teilweisen Endogenisierung der Wanderungen bleibt der Wanderungssaldo über die Zeit nicht mehr gleich, sondern er hängt von der jeweiligen Vorjahresbevölkerung ab, einschließlich aller bis dahin erfolgten Zu- und Fortzüge. Unsere Vorgehensweise unterscheidet sich damit entscheidend von anderen Modellen, z. B. vom Projektionsmodell des Statistischen Bundesamtes. Eine besonders hervorzuhebende Folge dieses Modellansatzes ist, dass in allen Projektionsvarianten der jährliche Wanderungssaldo längerfristig gegen einen variantenspezifischen 'Grenzwert' konvergiert. Die Ergebnisse deuten darauf hin, dass sehr hohe Wanderungssalden, z. B. 400.000 oder 500.000 Nettozuwanderung pro Jahr, über einen längeren Zeitraum kaum realistisch sind, denn die dafür notwendigen Zuzüge könnten auf Dauer entsprechend hohe Fortzüge induzieren. Mit der in Bevölkerungsprojektionsmodellen üblichen Angabe eines gleichbleibenden jährlichen Saldos wird man dieser Gegenbewegung nicht gerecht. Um diesen Aspekt zu vertiefen, sind weitere Untersuchungen geplant, unter anderem mit extremen Annahmen.
