The benchmark approach to production standards.
Quantitative standards of work performance set and administered by time and motion study have long been under attack for the failure to remove the influence of subjective appraisal of levels of human effort, as well as for other reasons. The author of this article is not only one of the most consistent and articulate of time study's critics, but also an advocate of the need to develop alternative methods of setting standards. In this article, he describes and evaluates a method of setting standards by negotiation between union and management representatives, which has been developed in the textile industry.
