Versicherungsfremde Leistungen der Sozialversicherung : Expertise für das IMK

Die Sozialversicherungen werden von ihrer jeweiligen Versichertengemeinschaft und deren Beiträgen getragen. Soweit den Sozialversicherungen Aufgaben übertragen werden, die nicht allein die Versichertengemeinschaft betreffen, liegt mit der Finanzierung dieser Aufgaben über Beiträge eine Fehlfinanzierung vor. Diese Leistungen, die nicht dem Versicherungscharakter entsprechen, werden als versicherungsfremde Leistungen bezeichnet. Ihre Abgrenzung ist nicht immer unumstritten. Anhand von nachvollziehbaren Kriterien schätzt die vorliegende Studie ihren Umfang in Abhängigkeit von ihrer konkreten Abgrenzung auf 58,1 bzw. 80,5 Mrd. Euro im Jahr 2016. Damit wird ein erheblicher Teil der Ausgaben der Sozialversicherung nicht adäquat finanziert. Eine Beseitigung dieser Fehlfinanzierung schafft den Spielraum für nennenswerte Leistungserweiterungen der einzelnen Träger oder Beitragssatzsenkungen im Bereich von 4,7 bis 6,7 Beitragspunkten.
