Analisis del sistema Paraguayo de investigacion agropecuaria
En la d�cada del 90, el Gobierno paraguayo implement�, con poco �xito, varios planes de reforma del Estado. Actualmente conviven en Paraguay un Estado muy centralizado, con poca capacidad de implementar pol�ticas modernas, y una econom�a muy descentralizada (a veces completamente fuera del control del gobierno y de la polic�a), que evoluciona gracias a las acciones e interacciones de agentes individuales y a las oportunidades creadas por la integraci�n a los mercados fronterizos, tanto en los rubros comerciales como agropecuarios. Pero por la espontaneidad propia de este proceso de desarrollo, importantes sectores de la sociedad han quedado marginados. A pesar de la importancia del sector agropecuario en la econom�a paraguaya, han sido pocos los esfuerzos p�blicos en apoyo al sistema de innovaci�n agropecuario en general, y a la generaci�n de tecnolog�a en particular. El motor de crecimiento del sector agropecuario paraguayo en las d�cadas del 70 y 80 fue la expansi�n de la superficie agr�cola mientras que en la del 90 el impulso provino del aumento de la productividad de la tierra, especialmente por la importaci�n de tecnolog�as de Brasil y, en menor medida, de Argentina y Estados Unidos. La introducci�n de tecnolog�as modernas fue posible por la consolidaci�n de diferentes redes de innovaci�n locales. Actualmente existen seis tipos de agentes que generan y validan tecnolog�as agropecuarias en Paraguay: asociaciones de productores, agencias internacionales de cooperaci�n, institutos internacionales de investigaci�n, los institutos del Ministerio de Agricultura y Ganader�a (MAG) (p. ej., INIA y CRIA), el sector privado comercial (empresas privadas y cooperativas) y ONG. Si bien las instituciones p�blicas de investigaci�n han sido siempre d�biles, su capacidad operativa se resinti� aun m�s en la d�cada del 90 a causa de las reducciones presupuestarias, la inestabilidad en las pol�ticas (econ�micas, sociales y cient�ficas) y la falta de inversi�n en capital humano y f�sico. Adem�s de las limitaciones estructurales, el estilo de gesti�n de las agencias p�blicas de investigaci�n las convierte en entidades pesadas y centralizadas, excesivamente burocratizadas y con escasa proyecci�n hacia el sector privado y los gobiernos locales y departamentales. El sistema p�blico de investigaci�n pudo mantenerse activo s�lo gracias al apoyo de agencias internacionales de cooperaci�n (especialmente, GTZ, JAICA y la Misi�n China) y a cr�ditos del BID y el Banco Mundial.
