THE RELATIONS BETWEEN POLITICAL AND MILITARY DECISION MAKING SYSTEMS IN INTERNATIONAL SECURITY INSTITUTIONS

The paper analyzes the relation between the political and military decision-making levels in international security institutions (NATO, EU and United Nations), based on the classical civil-military relation system theoretized by Samuel P. Hungtington in his work The Soldier and the State. These relation are analyzed in two cases: static (during peace) and dinamic (when conducting operations).
